She's not clear on this issue.
This is an escalation yes, but it's not the “ladder”— it's the ongoing slow #EscalatorySpiral.
It's neither the nuclear escalation ladder (#NEL), nor is it the lesser, conventional escalation ladder (#CEL) .
The CEL is to be defined by the initiation of a #step11incident and it involves high end (or high end strategic) conventional weapons e.g. the Tomahawk, #JASSM or #Oreshnik missiles, without a nuclear payload, or, otherwise and less likely, low yield #TacticalNukesUsage, used against the adversary's territory.
The #step11incident has to be so destructive to Russia that she will see no choice but to attack the American assets directly either around the incident area or moving directly on to military installations outside of the #step11incident ground-zero.
Thereafter the war ensues until strategic nukes are used.
The NEL is to be defined by the initiation of a #step11A followed by the provisional #step12 and it will involves #TacticalNukes and their usage against the adversary's territory.
This single NEL incident has to be so destructive to Russia that, again she will see no choice but to use either high end (high yield) #TacticalNukes (the Tactical Plan — #TP) or move on directly to strategic nukes and #ICBM|s — the #step20event (or the Counter Force Plan - #CFP). See #PlanA.
We've been loitering around #step10AA, and 'spiraling' very slowly for 3 years, thanks to President Putin's patience.
The requisite and essential triggering incidents for either ladder are still not there (or we wouldn't be posting about this!)
The CEL will take a maximum of two weeks from the #step11incident — from start to finish.
The NEL will take a maximum of 5 hours from start to finish.
I think it will be the #step11incident.
